Rachel, Kirsty and their parents are at the Crown Jewels exhibition in the Tower of London, whilst waiting for the Jubilee Pageant to begin. They see a fairy sitting on the windowsill and she introduces herself as Elizabeth the Jubilee Fairy. She explains it’s the King and Queen’s 1100th jubilee and says how Jack Frost has caused trouble again, and whisks them to Fairyland to explain. The girls see their old fairy friends preparing for the River Pageant. Elizabeth explains how Jack Frost felt he deserved a celebration too and stole her Diamond Sceptre, and that they need to get it back before anyone realises it’s missing. Suddenly, they notice the river water is draining away, and all the fairies’ magic stops working. Rachel, Kirsty and Elizabeth fly towards the goblins’ boat, The Icicle, and pretend to be boat inspectors in order to search it further. They learn that Jack Frost wants his own street party, so they fly to the goblin town to see goblins setting up a street party. Jack Frost is there to watch the preparations, wielding Elizabeth’s sceptre.
Kirsty has an idea, so Elizabeth transforms them into goblins and the girls walk up to Jack Frost, pretending to be inspectors again and saying they think it would be better to put the sceptre in a display case. Just as he’s about to hand it over, the goblins grab Elizabeth, and Jack Frost fires ice bolts at the girls as their disguises wear off. Suddenly, the jubilee celebrations begin and goblins enter with disgusting food, singing out of tune. Jack Frost is angry that the sceptre doesn’t work, so Elizabeth persuades him to give it back to her so his jubilee will be good. As soon as she chants a spell, the street party bursts into life with food, banners and a stage for the Goblicious Band.
Elizabeth takes the girls back to the fairy River Pageant, where they’re invited on board the Royal Boat. They enjoy the fairy performances until it’s time for them to leave, and Elizabeth magics them back to the Tower of London where their parents are still looking at the exhibition. Their parents tell the girls they have a surprise - they’re going to be on one of the passenger boats of the Jubilee Pageant, and they all head to the River Thames.
